Q: Why do we not have bumping for recall?
A: The first piece is the base recalls. That hasn't changed. In the WCCA agreement that is how layoffs are done. It is not uncommon that layoffs and recall are done by base. The reason for no bumping rights in recall: There are timelines involved in it. Bumping would have to go through the seniority list, and would have to offer bumping into another base. We would have to give time for people to decide if they'd like to move bases. The company is not open to a process that delays their ability to bring people back if it affects recovery.
Q: What happens with Base Closures? The language states that CCMs may be required to transfer to another base, but may is not a guarantee.
A: That is correct. However, any laid off CCM will have access to bumping rights as written in 49-4.
Q: If the TA is passed will the current recalls be changed from using the DOH list to a master seniority list by base?
A: Once the Master Seniority List is complete, the members will have 30 days to contest errors relating to their position on the list. Once that period is over, any contest is investigated, and any corrections have been made, the list would be considered final and would be used to determine recall priority, yes. It is also worth noting that the current recall process occurs by base, and that this is not a departure from the status quo.
