WestJet Encore - Master Seniority List (MSL)

Your Union would like to inform you that the MSL is now located in our Member Portal, as well as your CCD. If you have not created a profile on the Union website, you can find the instructions HERE.

The MSL is attached and can be accessed by clicking HERE.

As per the Collective Agreement Article:


15-2.01, The Company shall maintain a Master Seniority List (MSL) for Cabin Crew Members. The MSL shall be published every four (4) months per calendar year, with a copy to the union. The MSL shall be posted electronically on the Company Intranet and on Cabin Crew Devices (CCD) and shall remain there until replaced by an updated list.  

15-2.02, The MSL shall show the seniority by name, base and date of seniority of all Cabin Crew Members employed by the Company.  

15-2.03, The Parties agree to review and discuss finalizing the MSL within ninety (90) Calendar Days of the effective date of this Agreement.  

Implementation – March 2022 


34-24 DRAFTING  

NOTE: Effective the third full monthly scheduling period following the finalization of the Master Seniority List

34-24.01 Both the Company and the Union are committed to not cancelling flights due to lack of Cabin Crew Members. In keeping with this commitment, a draft shall be considered as an option of last resort.  

34-24.02 If the Company has exhausted the available options to cover a Company open time pairing, the Company shall draft a Cabin Crew Member who is on a Day(s) Off for the pairing. In such circumstances, the Company shall draft a Cabin Crew Member in reverse seniority order by base.  

34-24.03 Prior to any Cabin Crew Member being drafted for a pairing, the following call-out order shall be used by Crew Scheduling:  

a) Cabin Crew Member on RTD status;  

b) Cabin Crew Members holding reserve duty;  

c) Electronically post the pairing to Company open time for voluntary pick up. 

34-24.04 No Cabin Crew Member will be drafted more than three (3) times in a calendar year.  

34-24.05 A Cabin Crew Member will not be drafted on a GDO.  

34-24.06 If a Cabin Crew Member is drafted for a pairing, the Cabin Crew Member shall receive premium pay at two (2) times the Cabin Crew Member’s regular rate of pay in accordance with Article 41 – Pay Administration. 

35-3.14 Pairing Assignment Process 

NOTE: Effective no later than the third full monthly scheduling period following the finalization of the Master Seniority List 

a) When a pairing is assigned to a Reserve Holder, assignments will be made to the Reserve Holder with the number of available Reserve Periods remaining exactly matching the length of the available pairing. 

b) If two (2) or more Reserve Holders meet the criteria of 35-3.14 a) above, the more senior Reserve Holder will have the right to decline the assignment when more junior Reserve Holders are available. The most junior qualified Reserve Holder must accept the duty assignment. Where the Company contacts the more senior Reserve Holder and the senior Reserve Holder does not immediately answer the call, the Company shall contact the next Reserve Holder until the pairing is assigned. 

c) If there are no Reserve Holders with the number of available Reserve Periods remaining exactly matching the length of the pairing as outlined in 35-3.14 a) above, the Company will assign the pairing to a Reserve Holder with a number of available Reserve Periods remaining which is one (1) Reserve Period greater than the length of the available pairing. The Company will continue to increase by one (1) Reserve Period until they are able to assign the pairing following the pairing assignment process outlined in 35-3.14 a) and b) above. 

35-4 AIRPORT STANDBY RESERVE (ASR) 

35-4.01
 A Reserve Holder assigned an ASR period will be required to report to the airport at their base to remain on standby for possible pairing assignment. The Cabin Crew Member must remain in the airport during the ASR period, must respond to the Company within ten (10) minutes of the Company initially contacting the Reserve Holder, and must be able to report to the required gate in a reasonable amount of time. The duty period will begin at the required ASR Report Time.  

35-4.02 An ASR period will be for a maximum of five (5) consecutive hours which must begin within the scheduled Reserve Period. Assignment may be made to a flight departing within the ASR period or no later than two (2) hour after the ASR period. If no assignment is made by the end of the ASR period, the Reserve Holder will be released for a rest period. There shall be no more than two (2) ASR periods per Reserve Block, without the consent of the Reserve Holder.

35-4.03 If a Reserve Holder on ASR is not assigned a pairing, they shall receive four (4) Credit Hours towards their MMG for that ASR period.  

35-4.04 ASR will be assigned to a Reserve Holder in accordance with 35-3.14 above 


Layoff and recall 

In the event we announce any future recalls or layoffs, the finalized MSL will be utilized.

Black History Month 2022 - 2

As we make our way through February, Black History Month, we continue to celebrate and honor the legacy of Black Canadians and their communities. Black History Month also provides us with an invaluable opportunity to take the time to better understand how we as individuals and Cabin Crew Members can learn to everyday honour, uplift and respect the voices and lives of all Black people within our communities and workplace.

Hello Colleagues,

As we make our way through February, Black History Month, we continue to celebrate and honor the legacy of Black Canadians and their communities. Black History Month also provides us with an invaluable opportunity to take the time to better understand how we as individuals and Cabin Crew Members can learn to everyday honour, uplift and respect the voices and lives of all Black people within our communities and workplace.

Throughout the month we have taken the time to get to know some of our local CUPE 4070 Black members and engaged with them in discussions about their experiences on the line. Our intention in doing so was to highlight something that each one of us can do every day to lend our support to Black people. So, we asked our Black CUPE 4070 members to share with us questions, comments or assumptions that have been directed at them that were hurtful or upsetting?

What follows is a list of some of the responses we received from our Black CCMs:

  • Can I touch your hair?  

  • Is that your hair real? 

  • Is English your first language?  

  • Where are you from?  

  • Did you grow up in Canada?  

  • You look so exotic 


Each of these questions, comments, or assumptions can be classified as ‘microaggressions’. The definition of a microaggression is: the everyday, subtle, intentional — and oftentimes unintentional — interactions or behaviors that communicate some sort of bias toward historically marginalized groups. Understanding what microaggressions are and the impact they can have on those they are directed towards is an important teaching moment for each and every one of us about how we can more respectfully communicate with and honor Black persons.

This recall is being executed under Article 47-5.04 A of the Collective Agreement (CA):

47-5.04 A Cabin Crew Member who is recalled to employment will have seven (7) Calendar Days from

the date the Company sent the email with the Notice of Recall to advise the Company in writing of

whether they accept or decline the Notice of Recall. A Cabin Crew Member who does not

respond to the Company in writing within this timeline will be deemed to have declined the Notice

of Recall and will no longer be employed by the Company.

Members are asked to review Article 47 of the Collective Agreement and the “Notice of Recall” in their entirety. 
 
To determine if you are eligible for recall as of April 1, 2022
 
1) Check the personal email account that you have most recently registered with the Company related to your inactive status.

Dear Members,

The Union has been advised by the Company of recalls to active status for Members currently on furlough; effective April 1, 2022. These recall notices were sent out yesterday, February 7, 2022.

Recall will occur based on the Master Seniority List (MSL) as per the Collective Agreement (CA).

This recall will see:
- Approximately eight (8) YYZ-based Cabin Crew Members.
- All recall in YYC is now complete.
- Please be aware that only those receiving a recall notification will be contacted.
- This notice of recall also includes a cross-base recall option to select the YYC or YYZ base.


Members eligible for recall will have only fourty-eight (48) HOURS to accept a recall should they desire.

This recall is being executed under Article 47-5.05 of the Collective Agreement (CA):


Layoff and Recall article 47-5.05

"If, in exceptional circumstances, the Company requires additional Cabin Crew Members on short notice and

cannot provide the Cabin Crew Member with seven (7) Calendar Days to respond to the Notice of Recall as

outlined in 47-5.04 above, the Cabin Crew Member will have forty-eight (48) hours from the date the email

was sent to the Cabin Crew Member to respond to the Company. The email shall be formatted to ensure

"delivery receipt". A Cabin Crew Member will not forfeit their recall rights if the Cabin Crew Member is

unable to accept the short notice recall because the Cabin Crew Member is unable to report at the specified

report date."


To determine if you are eligible for recall as of April 1, 2022:

1) Check the personal email account that you have most recently registered with the Company related to your inactive status.
2) Ensure to check your ‘spam/junk’ folder, just in case.

As indicated, this recall is being executed under Article 47-5.05 of the CA and Members eligible for recall will have only 48 HOURS to accept a recall should they desire.

Ability to decline recall:
As per the Collective Agreement: if you are senior enough to hold recall, and recall is offered to you; you may elect to decline the recall and await recall in the future should it occur. You may opt to decline any recall until such time as there are no other Members junior to you on the MSL within your base, at which time a decline to recall would be the end of your employment at WestJet Encore. You will be notified in the Notice of Recall, if this is the case, by the Company.

The Union and the Company continue to work together cooperatively towards recalling all Members that have been placed on furlough as a result of the COVID-19 pandemic. We are very pleased to see further recall at WestJet Encore.

We would like to provide our Members with an update to the Executive of CUPE 4070. Earlier today, Chris Rauenbusch stepped down as President, CUPE 4070. We would like to thank Chris for his service during his time as President. Crystal Hill, the current Vice-President of CUPE 4070 will be interim President of CUPE 4070.

We would like to provide our Members with an update to the Executive of CUPE 4070. 

Earlier today, Chris Rauenbusch stepped down as President, CUPE 4070. We would like to thank Chris for his service during his time as President. 

Crystal Hill, the current Vice-President of CUPE 4070 will be interim President of CUPE 4070. 

As her current Vice-President position will be vacant, the WS YYC Base Vice President, Brigitte Benoit, has been appointed as Vice-President, CUPE 4070 in the interim. 

With Brigitte’s appointment to Vice-President, CUPE 4070, her role as WS YYC Base Vice-President is vacant.

YYC Union Steward and RTW Committee Member, Brandy Whitby has been appointed as WS YYC Base Vice-President in the interim

All appointments will be temporary until such time a by-election can be held for the role of CUPE 4070 President.

We are committed to continuing to work for the Membership we serve. 

A further update to Members regarding the upcoming by-election process will be sent as soon as the local is ready to initiate this. We have asked the Company to provide the Local with updated Member information in preparation for this by-election.

SPECIAL NOTE: Please review all Company and Union communications regarding recalls. This secondary recall may hinder your return to your original company, due to the imminent return of Members to active status.

Through a shared interest in allowing Cabin Personnel on layoff from one Company to access work at another Company, Secondary Recall was ratified by the membership at all three workgroups.    

The Union would like to announce application for Secondary Recall is now live. Members interested in being placed on the Secondary Recall list can apply here

The Union is responsible for creating and maintaining Secondary Recall lists for each Company base. The updated Secondary Recall Lists must be provided to the Companies no later than the 10th day of the month that is two (2) months prior to the monthly scheduling period for which the Secondary Recalls (if any) would take effect.  

February 2022 placements on the Secondary Recall List will close Monday February 7th, 2022 at 1800MST and be effective April 2022.  **Signing up for secondary recall effective April 2022 (or any subsequent month) does not guarantee recalls will occur.**

Carefully read the requirements, process and outlined terms and conditions, including the “freeze period” of Secondary Recall in both the attached MOA and application form.  

Please note, Secondary Recall is not “flow”. There is an outlined process for flow from WestJet Encore and Swoop to WestJet. This process can be found under Section 4 and is subject to the terms and conditions of the attached MOA.

WestJet Encore (WR) Members – Workforce Planning Update - February

On February 1, 2022, management communicated internally to our the WestJet Membership their expectation that all remaining furloughed WestJet (WS) Members from all bases will be recalled by approximately April 2022. This is excellent news.

Dear WestJet Encore Members,

On February 1, 2022, management communicated internally to our the WestJet Membership their expectation that all remaining furloughed WestJet (WS) Members from all bases will be recalled by approximately April 2022. This is excellent news.  
 
The Union has spent the past several days in meetings with the Employer going over their intended process(es), with the sole focus on ensuring that the integrity of the Collective Agreement (CA) is upheld, while the multiple outlined initiatives are executed by management.  
 
The Union is optimistic about the positive outlook shared by the Employer. In this moment, nothing is more important than returning all of our furloughed Members to active status after such a prolonged absence from the skies.  
 
The Union does have considerable reservations regarding the Employer’s attempt to execute a sizeable and multi-faceted undertaking in such a short period of time. Based on our discussions with the Employer, we are assured processes will be followed in accordance with CA language.  
 
Based on past trends the Union remains cautious about the Employer’s ability to execute this flawlessly. We are committed to ensuring recalls, vacancy bids, and flow programs are available to the Membership as soon as possible, and your Union will monitor the actions and execution of these programs by the Employer.   

As of today, the following is the plan being communicated by the Employer that greatly affects our WestJet Encore Members. We all know that this is long overdue to many of our senior WestJet Encore Members who had been patiently waiting for flow to resume:

Intakes - Flow program and initial hiring  

"In support of outstanding network requirements, we will once again commence our flow program and welcome Cabin Crew Members/Flight Attendants from WestJet Encore and Swoop to our WestJet team. Additionally, as we work through the last of the recall lists, we will begin welcoming new hires to WestJet as we move forward on our path to recovery."

There is a planned peaceful protest at Parliament Hill in YOW on January 29th. There will be significant traffic disruptions and delays in Ottawa this weekend.

There is a planned peaceful protest at Parliament Hill in YOW on January 29th. There will be significant traffic disruptions and delays in Ottawa this weekend. 

After consultation with Corporate Security and local providers in YOW, the Company will be relocating Crew Members scheduled to overnight in downtown YOW on Jan 28 and 29. Crew will be relocated from The Hilton Garden Inn Downtown to the Sandman Airport for crew safety and to mitigate operational impacts. 

The Company will continue to assess the situation and extend these relocation dates if deemed necessary.

The COVID 19 pandemic and the past two years have brought unprecedented challenges. As Cabin Crew Members we have faced job uncertainty, isolation from friends and family, frequent changes to procedures and schedules, guests who are also facing increased levels of stress and anxiety, and many more unique challenges. Your Occupational Health and Safety Committee are acutely aware of the impact this is having on the membership, and as today is Bell Let’s Talk day, we wanted to bring to light the importance of talking about mental health.

As Cabin Crew Members we have faced job uncertainty, isolation from friends and family, frequent changes to procedures and schedules, guests who are also facing increased levels of stress and anxiety, and many more unique challenges. Your Occupational Health and Safety Committee are acutely aware of the impact this is having on the membership, and as today is Bell Let’s Talk day, we wanted to bring to light the importance of talking about mental health. Today, Bell will be donating 5 cents to Canadian mental health programs for every applicable text, local or long-distance call, tweet or TikTok video using #BellLetsTalk, every Facebook, Instagram, LinkedIn, Snapchat, TikTok, Twitter and YouTube view of the Bell Let's Talk Day video, and every use of the Bell Let's Talk Facebook frame or Snapchat lens.

We want all of our Members to know that the stress you were under throughout this holiday season - delays, cancellations, IROP’s, weather, staffing issues, commuting challenges, unruly guests, mask compliance issues, catering shortages, custom holds and wait-times, not to mention all the struggles that come with being in the midst of a pandemic- has not gone unnoticed, nor is it forgotten as we come out on the other side of the holidays, and begin to return to some semblance of "normalcy.”  

While many of these difficulties were unforeseen, it seems a lot of these issues are reminiscent of past holiday seasons. Your Union is looking at strategies that we will attempt to implement, with the objective being to avoid the same issues next holiday season.  

From all of us at 4070, we want to say thank you for your unwavering hard work and dedication in the past month. We understand that it is not easy dealing with the unprecedented challenges that were faced.  We appreciate everything that our Members do, day in and day out.

WestJet Encore (WR) Non-Monetary Amendments Update

On January 14, 2022, your CUPE 4070 Executive, along with our CUPE National Reps, met with the Employer and its representatives to discuss Non-Monetary Amendments to the WR Agreement. The Union also took this time to bring forward inconsistencies with Crew Scheduling and application of Collective Agreement language, which the Employer took away for follow up.

Dear WestJet Encore Members,

On January 14, 2022, your CUPE 4070 Executive, along with our CUPE National Reps, met with the Employer and its representatives to discuss Non-Monetary Amendments to the WR Agreement. The Union presented some proposed language, which the Employer took away for discussion.

Later in the day, the Employer and the Union met again to discuss the proposed language and the Employer proposed their language.

After a short discussion, both the Union and the Employer identified that between Collective Agreement and MSL implementation timelines and an operationally challenging holiday season, there was a lack of solid, consistent data to support amending the language that had been proposed by both parties. The Union and the Employer agreed to table Amendments to the Agreement until April 2022, one month after the MSL has been implemented and utilized.

While this may not be news you were expecting, the Union would like to stress that we believe this is a good thing. If we did not believe this was in the best interest of all WestJet Encore Members, we would not have agreed to table these important negotiations.

The Union met and thoroughly reviewed concerns brought forward by the Membership prior to meeting with the Employer. With Collective Agreement Article implementation and this meeting occurring in early January, a historically challenging operational month, the timing was not ideal for getting a full picture of the issues impacting Cabin Personnel. Tabling this discussion until April will allow the Union time to accurately identify concerns and propose language that will be beneficial to the WestJet Encore Membership.

In the meantime, please ensure you are thoroughly reading your Collective Agreement. Recall Notice - (WR) WestJet Encore Members - March 2022

The Union has been advised by the Company of recalls to active status for Members currently on furlough; effective March 1, 2022 as follows. Recall will occur based on the Master Seniority List (MSL) as per the Collective Agreement (CA).

Dear Members,

The Union has been advised by the Company of recalls to active status for Members currently on furlough; effective March 1, 2022 as follows:

Recall will occur based on the Master Seniority List (MSL) as per the Collective Agreement (CA).

This recall will see:
- Approximately eight (8) CCMs recalled in YYC with Recall Notices released later today.
- Approximately sixteen (16) to twenty (20) CCMs recalled in YYZ with recall notices released this coming Monday or Tuesday.

Members eligible for recall will have only fourty-eight (48) HOURS to accept a recall should they desire.

This recall is being executed under Article 47-5.05 of the Collective Agreement (CA):

To determine if you are eligible for recall as of March 1, 2022:

1) Check the personal email account that you have most recently registered with the Company related to your inactive status.
2) Ensure to check your ‘spam/junk’ folder, just in case.

As indicated, this recall is being executed under Article 47-5.05 of the CA and Members eligible for recall will have only 48 HOURS to accept a recall should they desire.

Ability to decline recall:
As per the Collective Agreement: if you are senior enough to hold recall, and recall is offered to you; you may elect to decline the recall and await recall in the future should it occur. You may opt to decline any recall until such time as there are no other Members junior to you on the MSL within your base, at which time a decline to recall would be the end of your employment at WestJet Encore. You will be notified in the Notice of Recall if this is the case, by the Company.

The Union and the Company continue to work together cooperatively towards recalling Members that have been placed on furlough as a result of the COVID-19 pandemic. We are very pleased to see further recall at WestJet Encore.

Secondary Recall - January 2022 Bid

Through a shared interest in allowing Cabin Personnel on layoff from one Company to access work at another Company, Secondary Recall was ratified by the membership at all three workgroups.    The Union would like to announce application for Secondary Recall is now live. Members interested in being placed on the Secondary Recall list can apply here.

As you may recall, attached to each Tentative Agreement during ratification, was a Memorandum of Agreement connecting all three bargaining units, WestJet, WestJet Encore and Swoop. To review this document and/or download for your reference click here

Through a shared interest in allowing Cabin Personnel on layoff from one Company to access work at another Company, Secondary Recall was ratified by the membership at all three workgroups.    

The Union would like to announce application for Secondary Recall is now live. Members interested in being placed on the Secondary Recall list can apply here

The Union is responsible for creating and maintaining Secondary Recall lists for each Company base. The updated Secondary Recall Lists must be provided to the Companies no later than the 10th day of the month that is two (2) months prior to the monthly scheduling period for which the Secondary Recalls (if any) would take effect.  

January 2022 placements on the Secondary Recall List will close Sunday January 9th, 2022 at 1800MST and be effective March 2022.  **Signing up for secondary recall effective March 2022 (or any subsequent month) does not guarantee recalls will occur.**

Carefully read the requirements, process and outlined terms and conditions, including the “freeze period” of Secondary Recall in both the attached MOA and application form.  

Please note, Secondary Recall is not “flow”. There is an outlined process for flow from WestJet Encore and Swoop to WestJet. This process can be found under Section 4 and is subject to the terms and conditions of the attached MOA.
